Yes, there are male characters in fiction who use “atashi”, but the vast majority of them are flamboyantly gay. Introduce a character without obviously masculine traits, and having them use “atashi” may as well be flat-out telling a Japanese speaker “consider this character female”.
Yes, Susie uses “ore”, but she’s a delinquent; being an ore onna is completely appropriate given her character. Besides, she even uses “atashi” herself, early on.
This may be the Japanese script, but as it stands we have a little evidence they are female, and zero evidence they are male. (If such evidence exists that I forgot about, please tell me so I may delete this post.)
